Step 4 didn't work for me until i commented out 

use-agent

from ~/.gnupg/gpg.conf and restarted psi

Are You 100% sure that You have previously tried running 

psi --no-gpg-agent

and not 

psi -no-gpg-agent

Notice the two dashes in front of the command in the correct command line. michalj 00:35, 13 June 2006 (EDT)
